Biological Weapons & Codes of Conduct
This website aims to provide resources for those considering the place, purpose and prospects of codes of conduct. It includes a chronology of past discussions about codes for bioscientists, notice of relevant events, publications and references information, and links to key organizations. It has been established as part of a research project undertaken by Brian Rappert (University of Exeter) and Malcolm Dando (University of Bradford) funded by the UK Economic and Social Research Council New Security Challenges Programme entitled ‘Coding Research: Biological Weapons, Security & the Silencing of Science.’

University of Helsinki

Biocentrum Helsinki
Biocentrum Helsinki is a large umbrella organization at the University of Helsinki, with some 530 people being engaged in research in biotechnology and molecular biology.

The Institute of Biotechnology
The Institute of Biotechnology at the University of Helsinki is an administratively independent unit for promoting research and education in biotechnology, molecular biology, cell biology, and related areas. One of the objectives of the Institute is to integrate researchers from different faculties and research institutions in different areas, and enhance collaboration between those working in the areas of molecular biology, biology, chemistry, physics and medicine.

Viikki Drug Discovery Technology Center
The Center is an interdisciplinary research project belonging to Department of Pharmacy in the University of Helsinki. The Center started at the beginning of 2000 and is funded by University of Helsinki, National Technology Agency, Academy of Finland, and pharmaceutical companies. Objectives of the research center are to build up a strong environment for drug discovery research, to develop key technologies to the international forefront and to discover new drug candidates and to educate high level researchers.

The Finnish Genome Center
The Center specializes in the mapping and identification of genes and gene variants predisposing to human Mendelian and multifactorial traits. The Center is an independent institute hosted by the University of Helsinki and serves as an intellectual core facility for genetic research for the entire Nation. The Center provides help in project planning, genotyping and data analysis.

Faculty of Pharmacy
The mission of the Faculty of Pharmacy is to promote the scientific research of drugs and their medical service, and to teach pharmaceutical subjects at the highest level. Apart from the students of the Faculty of Pharmacy, the Faculty has university wide responsibility for the teaching of pharmacology and toxicology.

Institute of A.I. Virtanen
The A. I. Virtanen Institute (AIVI) for Molecular Sciences is a research institute at Kuopio University. The research activities of AIVI are focused on the following areas: biotechnology, especially animal biotechnology, neurobiology, especially the neurobiology of diseases affecting the central nervous system and development of disease models for them, molecular medicine, especially gene therapy and gene transfer technology, biological signaling and imaging.

Center for Health Hazards Preparedness
“The Center for Health Hazards Preparedness (CHHP), formerly the Center for Deterrence of Biowarfare and Bioterrorism,… was established in 2002 through a cooperative agreement with the Centers for Disease Control and Prevention (CDC)… The Center for Health Hazards Preparedness is a nationally-recognized center of excellence in coordinating research, education and service to improve the local, regional and national response to potential acts of terrorism, natural disasters and infectious diseases.” The Center provides course offerings on bioterrorism response for health providers, including simulations and discipline-specific materials; training for emergency room personnel, primary care clinicians and clinical laboratorians which will enable the early detection of a bioterrorist attack; training modules, including distance education modules, for health providers as first responders to bioterrorism events; advanced integrated information management systems for disease surveillance and epidemiology; communications methods to include extended metropolitan and rural regions to facilitate early recognition and coordinate responses to bioterrorism events; and outcomes measurements, and evaluations of processes and interventions.

Center for International and Security Studies at Maryland
The Center for International and Security Studies at Maryland (CISSM) is a research center that pursues policy-oriented scholarship on major issues facing the United States in the global arena.” The Controlling Dangerous Pathogens Project “brings together leading scientists, arms control experts, information technology specialists, lawyers, and industry representatives from the U.S. and abroad to discuss the need for systematic protection against misapplications of biotechnology, and to develop a prototype oversight system in which selective disclosure and review could increase protection without banning beneficial research or imposing excessive secrecy.
